Mid-Year Budget Review uninspiring and empty – Minority

The Minority caucus in Parliament has dismissed the 2026 Mid-Year Budget Review as uninspiring and inadequate in addressing the concerns of Ghanaians. Minority Leader Alexander Afenyo-Markin, responding to Finance Minister Dr. Cassiel Ato Forson’s presentation on Thursday, July 23, argued that the review offered broad claims of government achievements without the necessary detail or evidence to substantiate them.

The Effutu legislator maintained that the assessment fell short of the clarity and accountability expected of a mid-year review, particularly in relation to government expenditure, payments made, and the implementation of key policies. He further questioned the absence of specific disclosures on certain payments the government claimed to have executed, insisting that both Parliament and the public are entitled to more comprehensive information on the use of state resources.

The Minority Leader further accused the government of focusing on rhetoric rather than presenting concrete solutions to the economic and social challenges facing citizens. “This review is full of English with empty payments. The payment they say they have done, why didn’t they give us details?

“Mr. Speaker, this review is uninspiring, and there is no inspiration in it. What we are experiencing in this country is persecution. You are persecuting people and you are here telling us you are running an economy.”

The Minority Leader also raised concerns about what he described as the current political environment in the country, alleging that some individuals were being subjected to persecution while the government presented itself as focused on economic management.

He questioned the government’s claims of economic progress, arguing that the reported achievements in the review did not reflect the realities experienced by many Ghanaians.
