Communications Ministry set to present misinformation, hate speech Bill to Parliament

The Ministry of Communications, Digital Technology, and Innovation is poised to present the Misinformation, Disinformation, and Hate Speech Bill to Parliament in the upcoming weeks. If this bill becomes law, it aims to combat the rising tide of cyber threats, including online fraud, scams, abuse, and blackmail, which violate the rights of digital users.

Sector Minister Samuel Nartey George announced this at the media launch for the National Cybersecurity Awareness Month (NCSAM) 2025 on September 3, 2025. He emphasised that individuals found guilty under the proposed legislation will face stringent legal penalties. Additionally, he revealed that efforts are underway to amend Section 38 of the Cybersecurity Act, 2020 (Act 1038) to address emerging threats within Ghana’s digital landscape.

“Citizens deserve protection from fraud, abuse and blackmail. The Ministry is almost done with work on our Misinformation, Disinformation, Fake News and Hate Speech Bill. Don’t say you were not warned, we will come after you. We will prosecute you, we will jail you,” he said. Mr. George also issued a warning to individuals in Ghana involved in online schemes targeting and defrauding foreign nationals, stating that the government is cracking down hard on such activities.
