Workers of the National Identification Authority (NIA) are set to embark on strike action from May 13, 2026, over delays in the approval and implementation of migration reports affecting their conditions of service. The Public Services Workers’ Union announced the decision in a letter dated May 6, 2026, addressed to the Executive Secretaries of the National Labour Commission (NLC) and the NIA.
According to the union, the industrial action stems from prolonged delays in executing the migration exercise for NIA staff, despite the approval of the Scheme of Service in July 2024 and the commencement of the process in December 2024. The union noted that the setbacks have denied staff proper placement, corresponding salaries, and overdue promotions.
“Twenty-two months after the Scheme of Service was approved—and despite the completion of the process, submission of reports, and repeated follow-ups by both the Union and Management—the Ministry of Finance has yet to authorise payment for staff,” the letter stated.
The union emphasised that it had consistently engaged management and relevant stakeholders in efforts to resolve the matter, but said attempts to secure the necessary approvals had yielded no results. It cautioned that the prolonged delays were undermining the “relatively peaceful industrial atmosphere” within the authority. While acknowledging management’s assurances that follow-ups were ongoing, the union stated that workers, through their internal decision-making structures, had resolved to proceed with strike action.
“By this letter, and without further recourse, we will move forward with the planned industrial action if the necessary approvals for implementing the migration reports for NIA staff are not granted by 13 May 2026,” the statement declared.
