Former Vice President and New Patriotic Party (NPP) flagbearer hopeful, Dr. Mahamudu Bawumia, has proposed a significant overhaul of Ghana’s budgeting system, promising a more localized and transparent approach to development financing. Speaking on the campaign trail in the Ashanti Region on Thursday, September 11, 2025, Dr. Bawumia stated that his plan aims to transition Ghana from the current national-centered framework to a constituency-based budgeting model.
“I am introducing a new model for our budgeting framework in Ghana. We need to shift from the existing framework to one that focuses on constituencies. With this approach, each constituency will be represented in the budget, and the management of that budget will be handled at the constituency level,” he explained. Dr. Bawumia also noted that the proposed system would ensure that development funds and contracts are directly linked to constituencies, thereby enhancing transparency, accountability, and overall impact.
“So, when we are awarding a contract, you will know that it is coming straight to your constituency so that you manage it from there. That will help elevate each constituency to drive development for all of us,” Dr. Bawumia said.
