Government clears contractor arrears, targets early completion of Kasoa–Winneba road – Agbodz

Minister for Roads and Highways, Kwame Governs Agbodza, has announced that the government has cleared all outstanding payments owed to contractors engaged in major road projects nationwide. Speaking during an inspection of the Kasoa–Winneba Highway on Thursday, April 23, led by John Dramani Mahama, he confirmed that contractors who submitted work certificates for both ongoing and newly initiated projects have been fully settled. “As of today, every contractor who has raised a work certificate on any project has been paid. We do not owe any contractor a pesewa,” he stated.

Mr Agbodza underscored that prompt payments form a key part of the government’s strategy to fast-track infrastructure delivery and prevent delays that have historically hindered road construction. He revealed that over GH¢12 billion has already been disbursed towards inherited projects, in line with a directive not to suspend works initiated under previous administrations. “In the past, some projects would have been abandoned, but this government has ensured continuity by prioritising the completion of inherited projects,” he added.

The Minister further highlighted the government’s commitment to supporting local industry, stating that a significant portion of road contracts has been awarded to Ghanaian contractors. “Our investment in road infrastructure is largely going to Ghanaian contractors and workers, creating jobs and strengthening local capacity,” he added, while commending the quality of work being delivered.

On the Kasoa–Winneba corridor, Mr Agbodza described the project as critical to improving connectivity and easing congestion along one of the country’s busiest routes. He acknowledged the challenges faced by motorists, particularly on sections currently under construction, but assured that measures are being taken to provide relief in the short term.

“The section we inspected is one of the most difficult, but within three weeks, it will be ready for use. This will allow us to open parts of the road to traffic and reduce congestion,” he explained. He added that traffic management plans, including the use of service roads, will be implemented to ease movement while construction continues.

Although the project is scheduled for completion in March 2027, the Minister revealed that discussions are ongoing with the contractor to deliver the project ahead of schedule. “We are working to complete this project by December this year, ahead of the original timeline, and the contractor is committed to achieving that,” he said.

Mr Agbodza acknowledged the inconvenience faced by commuters, especially during peak periods, but assured the public that the government is actively working to address the situation. “We understand the frustration of road users, and we are determined to shorten the construction period to bring relief as soon as possible,” he stated. He reiterated that the government remains committed to sustained investment in road infrastructure, with a focus on improving connectivity, supporting economic activity, and delivering long-term value.
