NaCCA Apologises to Ghanaians Over Withdrawn SHS Teacher Manual

The Director-General of the National Council for Curriculum and Assessment (NaCCA), Prof. Samuel Ofori Obuobisah Bekoe, has issued an apology to the Ghanaian public following widespread criticism over controversial material in a Senior High School (SHS) teacher manual. His apology comes after NaCCA withdrew the Year Two Physical Education and Health (Elective) Teacher Manual, which included sections on gender identity that many argued were inconsistent with Ghana’s cultural values.

The manual had already been approved, printed with public funds, and distributed to schools. In an interview with Joy News, Prof. Bekoe stressed that the council did not hesitate to accept responsibility, adding that as the institution’s leader, he was ready to apologise on behalf of NaCCA for the incident.

He also assured the public that strong measures were being put in place to prevent a similar incident in the future. According to him, NaCCA is reviewing its internal processes to ensure curriculum materials fully align with national values before approval and distribution.

The manual in question was developed in 2024 as a supplementary guide to help teachers deliver the new SHS curriculum introduced last academic year. However, concerns over the gender identity content triggered intense criticism and calls for accountability from parents, religious groups, and the general public.

Prof Bekoe noted that NaCCA was still assessing how widely the content had been used in classrooms. He explained that the subject is an elective course taken by relatively few students, making it easier to determine the level of exposure.
